We are currently looking to fill the position of Compliance Specialist for our Hebron Service Center. This position is responsible for compliance with applicable Environmental Protection Agency (EPA) and Department of Transportation (DOT) regulations, 49 CFR 191, 192 and 199. Monitors and maintains Operator Qualification Program. Develops and maintains Integrity Management Plans, and stays informed of developing regulatory issues. Works closely with others to develop safe, OSHA compliant work practices. Conducts training as needed. Works with minimal supervision from the Engineering Manager.

Nature and Scope of Position (Essential Duties and Responsibilities):

  • Support and incorporate the Cooperative s Mission, Vision and Values in professional behavior and decisions.
  • Comply with all Cooperative policies, procedures, goals and objectives and meet attendance and punctuality guidelines.
  • Understand, observe and enforce cooperative safety and security procedures and report unsafe conditions to department supervisor and/or safety department personnel.
  • Researches, interprets, and implements programs, policies and procedures, that comply with the requirements set forth by the Public Utilities of Ohio (PUCO) and U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA). Must maintain a variety of records necessary for audits, insurance, or records request.
  • Administers and oversees operator qualification training and other programs designed to instill and reinforce critical competencies and ensure compliance with all federal, state, and local regulations.
  • Assists in preparation for utility commission and EPA audits. Audits internal compliance; verifies that procedures, work practices, record keeping and reporting are followed, and meet regulatory requirements. Files a variety of required reports to the EPA for risk management plans, air emissions, Tier II, etc.
  • Maintains Transmission, Storage and Distribution Integrity Management Plans to ensure compliance with all applicable codes, regulations, and industry standards. Stays abreast of changes in laws and regulations that impact compliance; recommends changes to existing practices and procedures, as required.
  • Develops and revises procedural manuals covering operations, maintenance, emergency response and gas service procedures.
  • Conducts and maintains relationships with government agencies, local gas producers, contractors, industry and trade associations, public service organizations, member/consumers and vendors consistent with the goals established for the Cooperative and wellbeing of the members/consumers and community.
  • Perform other related duties as may be assigned.

  • Experience and Education: Bachelor s degree in a related field, 7-10 years of diversified experience in the natural gas industry which includes operations and engineering, or an equivalent combination of education, experience and training. Demonstrated knowledge of field operations, practices, gas distribution policies and procedures, stated and federal regulations with emphasis on US DOT 40 CFR 191, 192, and 199. Thorough knowledge of the interpretation and application of the National Fuel Gas Code. Proficient in Microsoft Office Word and Excel.
  • Certificates, Licenses and Training: An individual in this position may drive a company-owned vehicle from time to time and therefore is required to have a good driving record and maintain valid Ohio Driver s License. Attend meetings and/or training seminars when requested. Has the functional and technical knowledge and skills to do the job at a high level of accomplishment and professionalism.
  • Language and Interpersonal Skills: Excellent verbal and written communication skills. Ability to effectively develop and present written and oral reports to all levels of the Cooperative. Is a good listener and actively engages in conversations in order to clearly understand others message and intent. Is easy to approach and talk to and spends the extra effort to put others at ease.
  • Other Skills and Abilities: Thorough understanding of Cooperative s goals and objectives. Displays high standards of ethical conduct and is widely trusted and viewed as a direct and truthful person. Effectively solves problems and has a realistic vision of the end result. Physical Demands and Work Environment: The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Some work is performed in a climate controlled environment with minimal noise levels. Travels to and from work sites and must have the ability to work outside in adverse weather conditions and difficult terrain.
  • The physical demands of this position include frequent sitting, standing, walking, lifting and/or carrying, twisting/pushing/pulling, kneeling, talking, hearing, visual ability and mental and emotional pressure. Must possess and maintain sufficient strength to engage in heavy manual labor encountered in the work area within the work area.
  • Must be available to work during non-working hours which includes weekends and holidays. An individual in this position is subject to pre-employment physical and substance abuse testing as well as other testing requirements that may be necessary for this position.
