POSITION SUMMARY:

The Programs Director is responsible for providing support to the Chief Executive Officer and the Agency as a whole, and acts as Chief Administrative Officer in the absence of the CEO. Provides leadership and direction on program management to the individual regional offices under the guidance of the Chief Executive Officer. Additional duties include training Regional Managers and their staff members, assisting recruitment efforts and marketing efforts throughout the region, and general program support.

EDUCATION:

  • Bachelor degree in a relevant field preferred
  • High School Diploma or GED required

QUALIFICATIONS:

Required:

  • Any combination of training and experience which provides the required knowledge, skills and abilities to effectively perform the duties of this position
  • Strong interpersonal and critical thinking skills
  • Above average reading, comprehension and command of written English
  • At least three (3) years management experience including hiring, training, coaching and disciplining employees
  • At least three (3) years of responsible experience in the development, administration, performance evaluation, and marketing of workforce development programs
  • Understanding of the principles and functions of accounting, grant writing, fund development, counseling, marketing and promotion experience in a non-profit setting.
  • Strong intrapersonal and critical thinking skills
  • Must be able to possess excellent time management skills in order to multi-task in a fast paced, high volume environment with consistent interruptions and changing priorities while meeting critical deadlines with minimal direction or supervision
  • Ability to recognize and anticipate the need to accommodate change
  • Ability to work evenings and weekends to attend meetings and events as required
  • Be analytical and objective yet remain personable and diplomatic in order to handle the most challenging of interactions
  • Must possess the ability to consistently demonstrate the utmost of confidentiality
  • Ability to create, compose, edit and finalizing a large volume of correspondence including but not limited to e-mail correspondence, employee performance reviews, disciplinary write-ups or other business correspondence
  • Valid driver’s license, reliable transportation and insurance for necessary travel to regional offices, meetings and events

  • Ability to develop, network and strengthen relationships with public entities, private businesses, individuals and the community

Preferred:

  • Experience working with employers in our target sectors
  • Three (3) years of responsible experience in the development, administration and marketing of workforce development programs
  • Previous nonprofit and/or government experience
  • Case management experience

ESSENTIAL FUNCTIONS:

Strategic Management

  • Understand internal and external influences and implement, and manage all aspects of the agency while carrying out the mission of the organization
  • Develop, measure and establish processes to track information and trends, ensure compliance, and maintain consistency of the program
  • Review, direct, track and manage in-house financial and budget activities according to the contracts to better fund operations and maximize efficiency of service delivery
  • Strategically manage the budget to maximize the client and program success
  • Plan, promote and consistently deliver the programs through strategic marketing
  • Respond to Requests for Proposals (RFP) and other funding opportunities as needed
  • Follow the applicable Federal, State and local requirements as they pertain to the programming, function and financial obligations of JOIN Inc.
  • Follow JOIN Inc. policies and procedures in order to ensure efficient and effective delivery of services to clients
  • Develop and identify Key Performance Indicators (KPI)
  • Evaluate KPI process on an on-going basis

Leadership

  • Recruit, hire, train, cross-train, develop, schedule, promote, continually evaluate, discipline and terminate staff with the approval of the Chief Executive Officer
  • Express a strategic vision for the organization, lead and motivate employees to follow the overall vision of the organization
  • Develop an environment in which employees are empowered to serve clients’ needs in alignment with the organization’s mission, values and principles
  • Motivate, inspire and energize staff, volunteers and clients
  • Manage actions and ensure accuracy, productivity and compliance of employees to meet Federal, State, and local guidelines, JOIN rules, organizational by-laws, standards of conduct, code of ethics, and regulations
  • Act as a resource to Compliance Manager in all compliance related matters

Program Support and Management

  • Manage the overall workforce development training and program services
  • Ensure that the program activity meets the program requirements
  • Develop training programs for staff, as needed

Compliance

  • Collaborate with Compliance Manager and Human Resources Director to ensure the consistent implementation of disciplinary action in cases of compliance standards violations
  • Ensure JOIN remains in compliance with Nevadaworks, State of Nevada and Federal policies and regulations

Program Marketing

  • Manage program promotion strategies including marketing the programs to the local community by identifying local events where the organization can gain exposure for the programs
  • Support the Marketing Generalist in managing the development and design of marketing tools for the regional offices

Budget Management

  • Administer and manage expenses to ensure client and program success is maximized

Information and Communications Management

  • Research, analyze and prepare various reports in written and in data form on a monthly, quarterly and annual basis
  • Compose, respond and manage a high volume of e-mails and other correspondence on a daily basis
  • Compose written employee evaluations on a regular basis

NON-ESSENTIAL FUNCTIONS:

  • Assist staff in problem-solving regarding client eligibility and data-entry concerns
  • Keep in touch with community to be able to provide training opportunities for clients
  • Attend, present and promote information through public speaking engagements
  • Create Formal Presentations on Compliance related topics in conjunction with the Compliance Manager
  • Assist Compliance Manager with providing JOIN employee training on proper completion of data entry
  • Assist Compliance Manager with providing JOIN employee training on how to use the SOP handbook as a guide to case management

EQUIPMENT / HARDWARE / SOFTWARE:

  • Working knowledge and ability to utilize Outlook, Word, Excel, and the Internet required
  • Use of computer and office equipment experience required
  • Communication Technology and audio visual equipment (projector, computer/video equipment, IT, etc.) experience required

DECISION-MAKING AUTHORITY:

  • Employee has limited independent decision-making authority organization wide regarding hiring, discipline, termination, employee status, leaves of absence, performance reviews, etc. Has the ability to direct managers and staff in the handling of agency programs.

SUPERVISORY RESPONSIBILITY:

  • In general, supervises employees of the agency in regards to program matters.
  • Manage and follow the organization’s leave, harassment, dress, grooming, attendance, safety, security, drug and alcohol free workplace, code of conduct, discipline, and other policies as outlined in the employee handbook
  • Develop, read, interpret and implement Administrative Policies and Procedures as necessary
  • Ensure that all supervised staff act in a professional manner within the office and out in the community as a representative of the organization
