    Duties

    Summary

    Export Control Specialist responsible for providing assessments to the Center Export Administrator(CEA) to
    ensure compliance of all Center program/project activities with U.S. Export Control laws and regulations. Provides technical support to the CEA, and interfaces with senior center management, other centers, NASA HQ's, contractors, other government agencies, as well as program and project managers.

    Responsibilities

    • Provides oversight to ensure effective compliance with U.S. Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) provisions and requirements applicable to Center programs and activities.
    • Ensure laws and regulations governing these activities are controlled by the Department of State Traffic in Arms Regulations (ITAR) and the Department of Commerce, Export Administration Regulations (EAR).
    • Prepare licensing requests for projects for Center Export Administrator review, approval, and forwarding for processing by the Headquarters Export Administrator (HEA) for either the Departments of State or Commerce.
    • Establish a training plan for responsible personnel; support the review process for foreign visitors and hires; and provide advice and guidance to the International Visitor Coordinator and to program/project Personnel who serve as sponsors.
    • Provide guidance and support for Government Accountability Office (GAO) and Inspector General (IG) audits, as appropriate.

    Qualifications

    Applicant must have one year of specialized experience equivalent to the next lower grade GS-12, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. Examples of specialized experience include, but are not limited to, Experience in planning, directing, and coordinating work products (i.e. strategic planning, corporate governance, systems integration, strategic communications); and/or Experience in applying provisions of the Federal Technology Transfer Act, maintaining export control program which identifies processes, procedures and oversight with U.S. Export Administration Regulations and International Traffic in Arms Regulations and requirements applicable to programs and activities: providing guidance on entering into contracts with foreign entities, responding to contractor questions/requests, drafting of International Traffic in Arms Regulations, exemptions for use by the contractor, and drafting of appropriate clauses in solicitations.
