MS4 Stormwater Coordinator

• Hanover, PennsylvaniaThe MS4/Stormwater Coordinator will be responsible for administration, enforcement, implementation, coordination and compliance with local ordinances, state codes regulating stormwater quality, construction activity and related assignments within Penn Township.
Duties and Responsibilities of the MS4/Stormwater Coordinator:
Responsible for the Township’s compliance efforts of the NPDES Phase II Stormwater Permit and the Township’s Stormwater Management Ordinance.
Investigates complaints about stormwater runoff, develop corrective recommendations for identified problems and notifies the appropriate person(s) and follows up to ensure solution is implemented.
Develops and maintains an inventory of the Township’s drainage system and a master plan for capital improvements with recommendations from the Township Engineer and the Public Works Committee.
Performs site visits, water sampling and evaluation of pollutants and their source and sends corrective correspondences and/or conducts enforcement actions with noncompliant offenders and maintain reports.
Implements Stormwater Manager Ordinance and makes recommendations for changes to the ordinance.
Reviews and recommends updates to technical specifications and typical standards for all current regulations as related to stormwater management activities.
Develops, implements, presents and coordinates public education and public participation programs relative to stormwater quality, including educational materials for the Township’s newsletter and website.
Performs reviews of erosion control plans and performs on-site inspections of residential and commercial structures and land to ensure compliance with building code standards adopted by Penn Township.
Provides code and regulation information when requested by the general public, permit applicants, agencies, or other departments and coordinates review and inspection activities with other agencies or departments as needed.
Responsible for the street sweeping aspect relative to stormwater pollution and maintain records for debris collected.
Institutes legal proceedings in court of proper jurisdiction where complaints cannot be resolved voluntarily.
Works cooperatively with Township staff to implement various housekeeping tasks required by the statewide municipal stormwater permit.
Act as a liaison to the Township’s engineer.
Maintains accurate and organized records and prepares comprehensive reports as required by NPDES/MS 4 permit. Coordinates and completes all required reports and plans for the MS4 annual report and the Chesapeake Bay Pollutant Reduction Plan (CBPRP).
May be required to report to work to serve customers during emergency conditions. May be assigned to report to work at different time and location and to perform additional and/or duties as necessary.
Identifies grant opportunities and prepares grant applications; assists with the administration of grant funding.
Presents updates to the Public Works Committee as requested and provides monthly reports to the Board of Commissioners.
Perform other duties as assigned.
Required Knowledge, Skill and Ability
Possession of knowledge, skill or ability in the following areas to the degree necessary for successful job performance:
Bachelor’s degree or higher in Natural or Physical Sciences such as civil engineering, environmental science, or related field with three (3) to five (5) years of related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
Ability to read, write, speak and understand English.
Familiar with General/Individual Permits for Stormwater discharges from Municipal Separate Storm Sewer Systems (MS4), water quality regulations/total maximum daily load (TMDL) requirements and local municipal zoning codes. Through knowledge of the requirements of NPDES General/Individual Permit for Stormwater Discharge for MS4 including project management and compliance initiatives.
Ability to work independently when necessary as well as work with others depending upon the assignment. Establish and maintain communications with employees, government officials, and the public.
Ability to perform ordinary arithmetical, algebraic, and geometric procedure in standard practical applications. Ability to interpret technical manuals, drawings, specifications, blueprints and layouts. Ability to recognize deviations from such plans in the construction and alteration process.
Demonstrate knowledge of general computer operations, mathematics including geometry, mechanical drawing, geographical information systems (GIS), global positioning systems (GPS) and Microsoft office and ability to master new technologies.
Knowledgeable about principals of water quality control, community planning, land use code, the Municipalities Planning Code, storm water regulations, drainage regulations and building codes and requirements;
Must possess and maintain a valid PA driver’s license.
Ability to conduct physical inspections of building and construction projects.
Ability to explain decisions and enforce statues, ordinances and regulations firmly, tactfully and impartially.
Must be able to lift, pull, push and move up to fifty (50) pounds.
May require walking, standing, and sitting for extended periods of time.
May require climbing, kneeling, bending, and twisting while performing inspection duties. May require working outdoors during both normal and inclement weather.
Job Type: Full-time
Salary: $40,000.00 to $48,000.00 /year
