    Duties

    Summary

    The HR Specialist (HR Development/Performance Management) provides advisory services to enable managers and supervisors to properly plan, develop, organize, manage and evaluate in the area of Human Resources Development (HRD), and performance management. The HR Specialist is responsible to help develop employees and manage learning in the organization, providing formal and informal assistance and advice, and conducting special assignments relative to the VA HR development program.

    Responsibilities

    Duties and responsibilities of the HR Specialist (HR Development/Performance Management) include but are not limited to:

    • Developing and conducting training and orientation programs specific to these areas of human resources development/performance management.
    • Review and recommend revisions to regulations, directives and other guidelines involving human resources development/performance management.
    • Assist in evaluating and publicizing human resources development/performance management programs.
    • Review and track all proficiencies and performance appraisals; provide advice to supervisors and managers involving performance-related issues, including performance improvement plans.
    • Provide training for supervisors regarding how to establish and monitor performance plans
    • Develop a fair, equitable and comprehensive performance recognition system; serve as the subject matter expert on employee competency issues.
    • Provide necessary training to management personnel in the competency area.
    • Conducts audits of competency folders and provide follow up to management to correct deficiencies in competency documentation.
    • Evaluates the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities.

    Work Schedule: Monday - Friday 7:30am - 4:00pm or 8:00am - 4:30pm.

    Physical Requirements: This work is mainly sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status.
    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Assisting in developing and conducting training and orientation programs specific to these areas of human resources development/performance management; review and recommend revisions to regulations, directives and other guidelines involving human resources development/performance management; and assist in evaluating and publicizing human resources development/performance management programs.

    Applicant must possess master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related; Ph.D. or equivalent doctoral degree? This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPT REQUIRED)

    GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Review and track all proficiencies and performance appraisals; provide advice to supervisors and managers involving performance-related issues, including performance improvement plans; provide training for supervisors regarding how to establish and monitor performance plans; develop a fair, equitable and comprehensive performance recognition system; serve as the subject matter expert on employee competency issues; provide necessary training to management personnel in the competency area; conducts audits of competency folders and provide follow up to management to correct deficiencies in competency documentation; evaluates the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities; provides career counseling to employees to assist them in identifying realistic career objectives and in obtaining required skills through training initiatives.

    Applicant must possess 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related? This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPT REQUIRED)

    Applicants may also combine education and experience to qualify at the GS-09 and GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 or GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
