Primary location is in Huntsville, AL with travel required CONUS/OCONUS to U.S. military installations. Travel is expected for approximately 25% of the work annually.
GENERAL DESCRIPTION:
Provide instructor and training development support services for military and civilian acquisition professionals to the highest standard to ensure personnel are prepared to conduct administration of complex, cost-type contracts containing Government Property and higher level quality assurance requirements. Instructors/developers are needed to provide augmentation to existing Army Contracting Command (ACC) instructors and future Army Acquisition Center of Excellence (AACoE) instructors. Augmentation includes being responsible for teaching the specified/existing Program of Instruction (POI), developing tests and scenarios, administering/grading tests, running specified practical exercises, etc., and/or to serve as the sole instructors for designated classes in order to deliver performance-oriented adult education in the areas of: contract administration, property administration, quality assurance (including COR management), and the tasks, functions, tools/systems, processes, policies, instructions, and regulations associated with the Contingency Contracting Administration Services (CCAS) Mission Essential Task (MET), its supporting Collective Tasks (CTs) and the current and future contract administration individual tasks associated to the contracting MET. Instructor/developer services also includes continuous course development/improvement of the existing training material by serving as the subject matter expert (SME) in developing revisions of the existing POIs to remedy any deficiencies or shortcomings identified during the preparation for and conduct of instruction and to further transition existing training material into TRADOC formatted POIs, Lesson Plans and Training Support Packages (TSPs).
MAIN RESPONSIBILITIES:
- Review existing course materials to determine the adequacy/inadequacy of the course to efficiently and effectively train the identified learning objectives, supporting skills and knowledge to the established standard.
- Conduct a review to determine if training efficiency and effectiveness could be improved (e.g., improved training technologies). Results of all reviews and suggestions for improvement shall be communicated to the government client.
- Develop, review, and revise all material in accordance with TRADOC Regulation 350-70-7. All products shall be submitted to the client for Government concurrence. Interface with the Army’s Training Development Capability (TDC) system to submit updates for approval and integration into the revised POI.
- Review, design, revise, develop and maintain test instruments to include Master Test Plans (MTPs), written and performance tests, and ISAPs. Develop by means of review, design, revision, and input in TDC as required. This includes Individual Tasks, Lesson plans, POIs, MTPs, ISAPs, and CMPs.
- Teach principles and concepts in the aforementioned areas of contract administration, property administration, quality assurance and employ educational strategies contained in the current utilized ACC CCAS POI, to include classroom instruction, discussion, demonstration, practical exercises, testing, and providing oral and written feedback on student products.
- Assist students in classroom assignment of practical exercises and student projects and provide verbal and written feedback to students on the quality of their assignments.
- Develop, administer, grade, and ensure the security of testing materials and practical exercises.
- Ensure the accuracy of completion certificates and conduct all graduation exercises.
- Provide remedial training and re-testing of students who initially fail to meet course standards.
- Review applicable FAR Parts (including but not limited to Parts 42 through 46), the Department of Defense and Army Supplements, Army and ACC policies, the tasks, functions, tools/systems, processes, policies, instructions, and regulations associated with the CCAS MET, its supporting collective tasks and the current and future contract administration individual tasks associated with the CCAS MET and correlate the material to student education and using the Analysis, Design, Develop, Implement and Evaluate (ADDIE) Process, assist in building a TRADOC-approved POI and comprehensive lesson plans.
- Prepare classrooms, training areas, and training materials in advance. This includes reviewing lesson plans, subject matter material, preparing training aids, and ensuring all safety information for the classroom location is reviewed/included in the opening sessions with students (e.g. fire and emergency weather safety, active shooter, etc.)
- Conduct academic counseling as necessary; grade written and performance tests, account for students at all times during business/class hours, evaluate student performance, prepare and forward required documentation on any student released prior to graduation.
- Review training materials and lesson plans within the respective courses, based on (but not limited to): direct feedback from students/graduates, career development changes, Army/ACC policy and procedure changes, tool changes, lessons learned, expert knowledge, and strive to improve instruction by suggestion and attempting different approaches and methods.
- Implement client approved changes to improve course layout or to add additional material and serve as a principal source of technical information on which course revisions are based.
REQUIRED SKILLS/EDUCATION:
- Bachelor’s Degree from an accredited university or college
- Minimum Level II Defense Acquisition Workforce Improvement Act (DAWIA) certified in Contracting (CON)
- Must be proficient with MS office computer programs (Outlook, Word, PowerPoint, and Excel).
- Must have knowledge of applicable regulations and doctrine regarding training in contract administration, property administration and government contract quality assurance (including COR management), have superior written and verbal communication skills, and be able to work with minimal guidance.
- Must possess a minimum of one (1) year specific experience in teaching, developing or reviewing course materials, training aids, and manuals for vocational or military training programs for the specified career fields and topic areas.
- Must have as a minimum three (3) years’ experience in Contract Administration
- Preference will go toward applicants with experience with Instructional Design/Training Development, and Training Development Capability (TDC).
- Must be willing to work independently or as part of a team.
- Position continually requires demonstrated poise, tact, and diplomacy.
- Excellent communication skills are required.
